I took a walk along Park Avenue, camera in hand, in an effort to try and establish a truth about the administration of the Plateau Mont Royal Borough.
Last year what started as one fine given to a property owner on Park Avenue for violating a Ville de Montreal bylaw That obliges residents, store and property owners to maintain the city property in front of their residence, store or propert clean. This also entails maintaining the weeds that grow around city owned trees in front of you space at minimum 20cms. A fine was given to City activists and thorns in the side Mayor tremblay and Borough Mayors Fotopoulos, Karidogiannis Family. They were the only ones to be fined for this violation on a 3 km stretch of Park Avenue that was full of the sasme violation. They were singled out for punishment for speaking out against the city administration and were the leaders in defending the park ave name when The mayor wanted it renamed Robert Boo....
Of course.....the councillors and mayor denied that their opponents were being targeted and decided to ticket and fine several other property owners on Park Avenue for this Bylaw Violation....to invoke the appearance of equality for everyone....They specifically went after the other anti name change activists....for the weeds or other percieved problems....
This was in the fall of 2007.
It is now the dog days of summer.....2008....and everywhere i look, i see weeds arounf city owned trees on park avenue....My memory stick almost filled with the amount of violations i photographed.....yet this year...there are no fines....no enforcement....why?
What is going on? Is it because the blue collars are suing the city because having citizens doing the weeds trimming is a contractual violation taking work away from the blue collars? Is it because the City councillors never visit the area and have no idea of the extent of the violations?Is it because they do not care about the district? Have they given up on it? Has it actually just become an urban highway, a north-south artery to get suburbanites to and ffrom work in the fasted way possibe?
WHy has Park been forsaken?
The street suffered immensly this summer by way too many construction projects, huge ditches in front of many stores for weeks at a time, traffic congestion because the underpasses at van horne and Beaumont are fallinf apart only a dozen years after they were last repaired.....pot holes....man holes being fixed....digging for pipes....man holes...sidewalks.....all at the same time...in a very disorganised fashion....
City planners and administrators cannot be that incompetant, can they? I think it's all part of park avenue's collective punishment for making the city administration look back on the robert boo fiasco....It was evident during the winter when park avenue was cleared of snow last....usually after 4 or 5 days after each storm.....A MAJOR ARTERY!!!
So....it seems that the city applies it's bylaws selectively to punish it's opponents....and punishes a community that defies it and wins!!
ANybody else have any stories to tell...
I know i do....many of them....Some many incompetent city officials and decisions...so little time...
Next post i will try and find something good to say about the city administration....in the meantime....enjoy the pics!
